The DVIZ Project is being developed by the Dinh Vu Industrial Zone Joint Stock Company (DVIZJSC). The DVIZJSC is a partnership between a Foreign Consortium, holding 75% of the Joint Stock and the Haiphong People Committee, holding 25% and representing the Haiphong Authorities in the project. The shareholding of the foreign consortium are spread between Rent-A-Port, the Infra Asia and International Port Engineering & Management (IPEM) NV.

The partnership of developers is a synergy of diverse strengths contributing a range of experiences in land and infrastructure development, engineering, construction and investment in emerging economies.
