The DVIZ Project is being developed by the Dinh Vu Industrial Zone Joint Stock Company (DVIZJSC). The DVIZJSC is a partnership between a Foreign Consortium, holding 70% of the Joint Stock and a local Vietnamese Partner, holding 30% and representing the Haiphong Authorities in the project. The shareholding of the foreign consortium is equally spread between the Infra Asia Development (Haiphong) Limited and Infra Asia Consultancy and Project Management NV.

The partnership of developers is a synergy of diverse strengths contributing a range of experiences in land and infrastructure development, engineering, construction and investment in emerging economies.
